Oklahoma SB23 Summary

• Prohibits the State of Oklahoma and all political subdivisions from adopting or implementing policy recommendations originating from the United Nations' "Agenda 21" (1992 Conference on Environment and Development) that infringe on private property rights without due process.

• Prevents state and local entities from entering agreements, expending funds, or receiving financial aid from non-governmental or inter-governmental organizations defined or accredited under Agenda 21.

• Defines "political subdivisions" to include all state, county, incorporated or unincorporated municipalities, public local entities, public-private partnerships, and other public entities within Oklahoma.

• Applies restrictions only to policies that contravene the U.S. Constitution or Oklahoma Constitution, establishing a constitutional compliance requirement.

• Becomes effective November 1, 2013.
