Oklahoma Office of Homeland Security must designate a division as the "Oklahoma School Security Institute" to serve as the central resource for public and private elementary and secondary schools on security matters

The Institute will provide school security training and support, assist with development and implementation of safety drills, and help schools utilize available security programs and entities

The Institute may create working groups to develop new strategies and techniques for school security recommendations

The Institute may develop a telephone tip line for reporting activity that may compromise school safety, with reports disseminated to appropriate parties for investigation

Effective date is July 1, 2013, with an emergency clause for immediate implementation upon passage and approval
