SB 267 Summary

• Removes State Board of Education sponsorship of statewide virtual charter schools and transfers this authority solely to the newly created Statewide Virtual Charter School Board.

• Establishes a 5-member Statewide Virtual Charter School Board appointed by the Governor, President Pro Tempore of the Senate, and Speaker of the House to authorize and sponsor statewide virtual charter schools throughout Oklahoma.

• Provides State Department of Education staff support to the Board through December 31, 2014, and office space thereafter; Board members shall promulgate necessary rules for implementation.

• Effective July 1, 2014, prohibits school districts from offering full-time virtual education to out-of-district students and transfers existing virtual charter school contracts to the Statewide Virtual Charter School Board, which assumes all associated assets, liabilities, and contractual obligations.

• Establishes statewide geographic boundaries for virtual charter schools, specifies weighted average daily membership calculations for funding, allows appeals of Board decisions to the State Board of Education, and permits students in virtual charter schools to participate only in intramural activities rather than Oklahoma Secondary Schools Activities Association activities.
