Amends 43A O.S. 2011 to add "recovery and recovery support" to mental health definitions, meaning nonclinical services assisting individuals and families recover from alcohol or drug problems, including transportation, employment services, case management, and housing assistance.

Requires community-based structured crisis centers (certified community mental health centers, comprehensive community addiction recovery centers, and Department facilities) to comply with standards adopted by the Board of Mental Health and Substance Abuse Services.

Standards for crisis centers must be in compliance with Joint Commission on Accreditation of Healthcare Organizations, Commission on Accreditation of Rehabilitation Facilities, Council on Accreditation (COA), or approved medical and professional standards determined by the Board.

Adds "faith-based" definition for organizations offering services within a context of religious beliefs articulated in mission statements or sponsoring entities.

Creates exemptions from certification requirements for faith-based nonresidential recovery programs, residential recovery programs with fewer than 12 residents, and residential recovery programs not collocated with certified treatment programs (though voluntary certification is available).

Effective date: November 1, 2013.
