Eliminates requirement for monthly gross production tax reports to include zero amounts when there is no production or sale during the report period.

Removes requirement that producers and purchasers report "regardless of sales or purchases of production from the lease during the report period."

Eliminates "upon written request" and "upon oral or written request" language from Section 1024, allowing the Tax Commission to release production information without requiring formal requests.

Modifies reporting requirements for royalty owners taking gas in kind, allowing them to file semiannual reports instead of monthly reports.

Effective date: November 1, 2013.
