Removes the State Superintendent of Public Instruction as an ex officio voting member and eliminates the two appointed State Board of Education members from the State Board of Career and Technology Education.

Reduces the total board from nine members to five appointed members, each serving six-year terms with one representative from each congressional district and remaining members appointed at-large.

Requires all board members to be business owners, executives, or representatives of business/industry with policy-making authority or significant workforce involvement in career and technology education.

Adds new restrictions prohibiting board members from serving on any other state board or commission simultaneously.

Effective July 1, 2013, with an emergency declaration for immediate implementation.
