Modifies the out-of-home placement student weight calculation for state aid to charter schools serving students residing in Office of Juvenile Affairs facilities, DHS facilities, or contracted group homes, removing the pupil grade level weight while maintaining out-of-home placement and category weights.

Clarifies enrollment and admission provisions for DHS-sponsored charter schools to align with existing rules for Office of Juvenile Affairs-sponsored schools regarding student enrollment procedures.

Establishes effective date of July 1, 2013, with emergency clause allowing immediate implementation upon passage and approval.
