Amends 70 O.S. 2011, Section 3311 to modify the Council on Law Enforcement Education and Training (CLEET) structure, composition, and duties.

Allows reserve peace officers who completed 240-hour certification and served actively in past 2 years to attend 360-hour basic full-time academy starting January 1, 2014 to become certified full-time officers.

Requires law enforcement agencies to submit complete lists of commissioned employees to CLEET by October 1 annually and report hiring, resignation, or termination within specified timeframes.

Adds new disciplinary grounds for peace officer certification including entry of final protective order against applicant/officer and modifies provisions on involuntary mental health commitments.

Requires peace officers to maintain current residential addresses with CLEET and provide written notification of name changes with certified court documents; address changes must be reported within 10 days.

Becomes effective November 1, 2013.
