Amends 29 O.S. 2011, Section 4-138 to establish and regulate the Wildlife Conservation Passport for use on Commission-owned land.

Annual fee for the Passport set at not more than $1.00 above the cost of an annual resident hunting or fishing license.

Exempts from Passport requirements: persons with valid hunting/fishing licenses, Oklahoma residents under 18 years old, students/instructors on educational tours, and participants in approved nonprofit charity events or runs.

Nonprofit sponsors of educational activities and charity events must provide written notice to the Oklahoma Department of Wildlife Conservation at least 20 days prior to the event for approval.

Becomes effective November 1, 2013.
