Amends 27A O.S. 2011, Section 1-3-101 to expand the Oklahoma Conservation Commission's wetlands strategy jurisdiction to include wetlands managed by the Oklahoma Department of Wildlife Conservation and the impact of such management upon surrounding lands

Amends 27A O.S. 2011, Section 3-2-108 to grant the Oklahoma Conservation Commission exclusive jurisdiction to prepare the state's Wetlands Management Strategy

Requires the Wetlands Management Strategy to address harmful impacts of wetlands managed by Oklahoma Department of Wildlife Conservation upon other lands, specifically including the Hackberry Flat Wildlife Management Area

Mandates the Strategy define standards for critical wetlands and measures to protect property rights of landowners affected by state-managed wetlands
