Designates 12 memorial highways and bridges in Oklahoma honoring military service members, law enforcement officers, and community figures, including the Bill Swisher Memorial Highway (I-40), Specialist Dylan Johnson Memorial Bridge, SGT First Class David Clinton Fisher Memorial Highway, and OHP Captain Pete Norwood Memorial Highway

Requires the Department of Transportation to place suitable permanent markers bearing the designated names on each highway and bridge

Establishes that individuals honored with highway or bridge dedications must have been deceased for at least 3 years prior to consideration, except for fallen military members, law enforcement officers, or firefighters who died in the line of duty

Amends outdoor advertising regulations (69 O.S. 2011, Section 1275) to modify compliance requirements for sign spacing, permitting, and vegetation management on public rights-of-way

Effective date of November 1, 2013
