Senate Bill 419 Summary

• Amends 70 O.S. 2011, Section 1-111 to establish rules for supplemental online courses approved by district boards of education.

• Defines "educationally appropriate" courses as any instruction that is not substantially a repeat of a course the student has successfully completed, regardless of grade or similarity to district offerings.

• Requires State Board of Education to adopt rules addressing student admission criteria, district enrollment processes, ongoing access throughout the school year, 15-day withdrawal grace period, competency-based completion, extracurricular eligibility, test result authorization, and online provider certification.

• Mandates district boards develop policies for online course approval, student authorization, and fee establishment, while prohibiting denial of enrollment in educationally appropriate courses.

• Becomes effective July 1, 2013 with emergency declaration.
