Senate Bill 423 Summary

• Directs Oklahoma State Regents for Higher Education to adopt a policy allowing students to receive resident tuition rates if they were Oklahoma residents when earning their high school diploma and enroll before July 1, 2015.

• Requires students to satisfy institution admission standards, be enrolled in an Oklahoma State System of Higher Education institution, and reside in Oklahoma while enrolled as U.S. citizens.

• Allows students who earned high school diplomas from Oklahoma public schools, private schools, or through other education methods recognized by Oklahoma law to qualify for resident tuition.

• Specifies that resident tuition eligibility does not affect other in-state higher education benefits provided by statute.
