Establishes an Early Graduation Scholarship program for students who graduate from public high school in fewer than four years with a standard diploma, are U.S. citizens, and require no remedial coursework.

Scholarship amount equals the total State Aid appropriation that would otherwise go to the school district for that student's instruction.

School districts must notify the State Department of Education when a student qualifies; the Department calculates total scholarship costs and reserves funds from State Aid appropriations.

Creates the "Early Graduation Scholarship Revolving Fund" to hold scholarship amounts; the Department transfers funds to the student's higher education institution upon verification of enrollment without remedial coursework needed.

Takes effect July 1, 2013 with emergency clause for immediate implementation.
