• Delays implementation of the Oklahoma Teacher and Leader Effectiveness Evaluation System (TLE) from the 2013-14 school year to the 2015-16 school year for required teacher evaluation policies

• Postpones the State Board of Education's deadline for adopting the new TLE system from December 15, 2011 to December 15, 2014

• Maintains existing evaluation requirements including minimum evaluation frequencies (probationary teachers evaluated twice yearly; other teachers evaluated annually) and training requirements for evaluators

• Preserves the five-tier TLE rating system structure (superior, highly effective, effective, needs improvement, ineffective) with 50% quantitative and 50% qualitative assessment components once implemented

• Declares an emergency effective date of July 1, 2013
