Authorizes the Oklahoma Educational Television Authority to develop the Oklahoma Public Events Network (OPEN) as resources become available to increase public access to state government operations.

OPEN shall allow Oklahoma citizens to view daily sessions of the Legislature, including committee and subcommittee meetings when in session, via television channel, Internet, or other means.

Amends 70 O.S. 2011, Section 23-101 to add the OPEN development authority to existing educational television provisions.

Effective July 1, 2013, with an emergency clause allowing immediate effect upon passage and approval.
