SB 449 Summary

• Authorizes the Secretary of Transportation to accept proposals from public and private entities for transportation infrastructure projects including roads, bridges, railways, and related facilities

• Requires the Secretary to establish a review process for evaluating proposals based on design, financing, and contracting arrangements, utilizing state agencies and employees as needed

• Mandates the Secretary submit approved proposals to the President Pro Tempore of the Senate and Speaker of the House for introduction as bills during the next legislative session

• Projects must be approved by both legislative chambers and the Governor to be deemed in the public interest and proceed under applicable law

• Effective date: November 1, 2013
