Amends 47 O.S. 2011, Section 1135.3 to authorize the Oklahoma Tax Commission to design and issue special license plates supporting various organizations, causes, and professional sports teams.

Adds new special license plates including: Oklahomans for the Arts, Oklahoma City Barons, Oklahoma City Redhawks, Tulsa Shock, Tulsa Oilers, and Tulsa Drillers, each designed in consultation with respective organizations.

Sets special license plate fee at $15.00 in addition to standard registration fees, with $8.00 going to the Oklahoma Tax Commission Reimbursement Fund and $7.00 apportioned per Section 1104.

Requires 100 prepaid applications to be received within 180 days of authorization before special license plates can be developed and issued; otherwise the authority becomes null and void.

Effective date: November 1, 2013.
