Amends the Lead-Impacted Communities Relocation Assistance Act (27A O.S. 2011, Section 2203) governing communities affected by historic lead and zinc mining within federal Superfund sites

Exempts properties acquired through the relocation assistance program from Section 129.4 of Title 74 (state surplus property requirements), while maintaining compliance with recorded land use restrictions under state and federal law

Authorizes state beneficiary public trusts to transfer acquired real property to state, federal, or other sovereign entities consistent with Article X, Section 15 of the Oklahoma Constitution

Effective date of July 1, 2013, with emergency clause declaring immediate necessity for public peace, health, and safety
