Amends 38 O.S. 2011, Section 28 to increase the jury service exemption period from 2 years to 5 years for persons who have served as a grand or petit juror.

Persons over 70 years of age and those who served as jurors during the preceding 5 calendar years are not compelled to serve as jurors in Oklahoma.

After 2 years, a person excused from jury service becomes eligible again unless the judge determined the grounds for excuse are permanent in nature.

Maintains existing qualifications and exemptions for jury service, including mental/physical conditions and undue or extreme hardship determinations by judges.

Becomes effective November 1, 2013.
