Amends 51 O.S. 2011, Section 24A.28 to allow the Department of Environmental Quality to keep confidential records containing information about radiation sources in significant quantities as determined by the U.S. Nuclear Regulatory Commission.

Confidential radiation information includes exact location of radioactive materials, security measures, storage procedures, inventory levels, vulnerability assessments, safety equipment locations, and emergency response plans that could aid malevolent intent.

Records related to federal grants, receipt and expenditure of public funds, and financial performance of the Department of Environmental Quality are explicitly excluded from confidentiality protections.

Effective immediately upon passage and approval as an emergency measure.
