Designates all buildings and other properties owned or operated by the state as entirely nonsmoking, eliminating previous allowances for one designated smoking room per building.

Permits county and municipal governing bodies to designate their owned or operated properties as nonsmoking at their discretion.

Allows institutions within The Oklahoma State System of Higher Education to adopt tobacco-free policies for campuses, buildings, and grounds by adopting a formal policy.

Maintains existing exemptions for retail tobacco stores, certain private workplaces, charitable bingo operations, 25% of hotel guest rooms, and outdoor restaurant seating areas (with 15-foot setback from doorways).

Establishes penalties of $10-$100 fines for knowing violations and becomes effective November 1, 2013.
