SB502 Summary

• Amends the Oklahoma Horse Racing Commission's authority over simulcast racing by adding a requirement that organization licensees must conduct live racing at their licensed facilities to receive simulcast wagering authorization.

• Limits simulcast racing on non-live racing days to 50% of the number of days the licensee conducts live racing, with exceptions allowing wagering on races from other Oklahoma-licensed racetracks without this limitation.

• Modifies the State-Tribal Gaming Compact provisions to require that organization licensees authorized to conduct unlimited simulcast races must also conduct live racing, including a minimum of 400 total races annually with at least 4 Thoroughbred races per day.

• Clarifies compliance requirements with federal law, specifically Chapter 57 of Title 15 of the United States Code, for all simulcast wagering authorizations.
