• Establishes six specific limited exemptions: railroads on their own land, emergency excavations, routine pavement maintenance under 12 inches, hand digging by operators locating utility lines, sign installation without excavation, and DOT/Turnpike Authority employees performing routine maintenance within 18 inches depth.

• Requires excavation notification compliance for most public works projects while maintaining narrow carve-outs for truly emergency situations and certain specified maintenance activities.

• Effective date July 1, 2013 with emergency clause for immediate implementation.
