SB51 Summary

• Amends 75 O.S. 2011, Section 308 to require legislative approval by joint resolution for rules determined to have probable economic impact on business entities or consumer groups.

• Adds three categories of rules requiring joint resolution approval: rules establishing or increasing fees, rules by agencies under Title 59, and rules with probable economic impact as described in rule impact statements.

• If the Legislature fails to approve such rules by the last day of the legislative session, the rules are deemed disapproved.

• Maintains existing 30-day legislative review period for other rules, with ability to disapprove by concurrent resolution without requiring gubernatorial approval.

• Effective date: November 1, 2013.
