Designates the Native American Cultural and Educational Authority as a division of the Oklahoma Historical Society rather than an independent agency

Transfers Authority governance and funding responsibilities to the Oklahoma Historical Society, with all Authority actions requiring prior approval from the Historical Society

Adds Authority administration to the Oklahoma Historical Society's existing duties under 53 O.S. Section 1.3

Restructures Authority board appointments so seven tribal members are appointed by the Oklahoma Historical Society (instead of Governor and Legislature separately)

Effective July 1, 2013 with emergency provisions allowing immediate implementation upon passage and approval
