Consolidates the Alcoholic Beverage Laws Enforcement Commission (ABLE) and the Oklahoma Bureau of Narcotics and Dangerous Drugs Control (OBNDD) into a single agency named the Oklahoma Commission on Alcohol and Drug Enforcement, effective July 1 following voter approval of a constitutional amendment.

The new consolidated commission will consist of two bureaus: the Bureau of Alcohol and Prescription Compliance and Licensure and the Bureau of Narcotics and Trafficking Enforcement, with a seven-member governing board.

Transfers all assets, funds, liabilities, personnel, equipment, and property from both agencies to the new commission; classified employees retain merit system protections while unclassified employees serve at the director's pleasure.

Assigns responsibility for the Charity Games Act and alcohol tax collection and enforcement to the Oklahoma Tax Commission; transfers the Prescription Monitoring Program to the new Bureau of Alcohol and Prescription Compliance and Licensure.

Requires a transition team to coordinate the consolidation, develop a 5% reduction-in-force plan, and establish procedures for orderly transfer of duties and responsibilities by July 1, 2015.
