Department of Human Services must develop a comprehensive workforce improvement plan for child welfare specialists addressing staffing, training, assessments, discipline, and compensation.

Plan components include: improved applicant screening for child welfare positions; competency-based assessment requirements for initial employment and ongoing performance; transition plan for current staff; and voluntary certification program for specialization.

Department must submit plan by January 1, 2014, subject to legislative approval by March 1, 2014; if disapproved, resubmission required by May 1, 2014, with implementation by July 1, 2014.

Creates Child Welfare Specialist Compensation Enhancement Revolving Fund to provide compensation enhancements for workers meeting approved plan requirements; fund is continuing and not subject to fiscal year limitations.

Effective date July 1, 2013, with emergency declaration allowing immediate effect upon passage and approval.
