• Defines "nonresident pharmacy" as any pharmacy located outside Oklahoma that delivers, dispenses, or distributes prescription drugs or devices to users physically located in the state.

• Requires nonresident pharmacies to submit an affidavit from the pharmacist-in-charge certifying compliance with United States Pharmacopeial and FDA Good Manufacturing Practices standards for non-sterile and sterile compounding.

• Mandates nonresident pharmacies pay an additional $100 fee beyond standard licensing and inspection fees to cover administrative review costs.

• Requires submission of either a pharmacy site inspection form completed within 18 months by the home state's pharmacy board, or an inspection report from an organization approved by the Oklahoma State Board of Pharmacy.

• Becomes effective November 1, 2013.
