Changes the student transfer application deadline from April 1 to September 1 of the school year for which transfer is desired.

Requires receiving school districts to notify resident school districts of transfer applications within 10 school days and approve or deny applications within 10 school days of receipt.

Requires parents to notify the receiving school district within 10 calendar days of approval that the student will enroll, or risk losing the transfer for that year.

Moves the State Board of Education notification deadline from September 1 to October 1 regarding students granted transfers.

Declares an emergency effective date of July 1, 2013.
