Allows any person 21 years or older, except convicted felons, to transport an open or loaded pistol in a motor vehicle for self-defense without requiring a valid handgun license.

Permits a person to leave a concealed, loaded pistol in a locked, unattended vehicle if the person is not at their own residence or business.

Maintains existing law allowing anyone except convicted felons to transport rifles and shotguns open and unloaded at any time.

Prohibits law enforcement officers from disarming or physically restraining a person carrying an unconcealed weapon in a vehicle in the absence of reasonable suspicion of other criminal activity.

Effective date: November 1, 2013.
