SB 557 Summary

• Amends 74 O.S. 2011, Section 4250 to authorize the Ethics Commission to promulgate rules concerning lobbyist registration and reporting procedures in accordance with Oklahoma Constitution Article XXIX, Section 3.

• Requires all lobbyists to register annually by December 31 or within 5 days of engaging in lobbying activities, with a $100 registration fee deposited to the Ethics Commission Fund.

• Establishes that existing Ethics Commission rules regarding lobbyist registration and reporting remain in effect until modified or repealed by subsequently promulgated rules or by legislative action.

• Designates lobbyist registration forms and expenditure reports as public records subject to the Open Records Act and requires the Ethics Commission to maintain these documents in a separate, alphabetical file for public inspection.

• Declares an emergency effective date to take effect immediately upon passage and approval.
