Corrects statutory cross-references from "Section 6 of this act" to "Section 4666 of this title" regarding the statewide plan for Langston University

Updates references to Oklahoma State University's Tulsa campus from "OSU/Tulsa" to "OSU-Tulsa" for consistency

Adds the word "unnecessarily" to the provision prohibiting OSU-Tulsa from duplicating undergraduate degree programs offered by Langston University-Tulsa

Effective date of July 1, 2013, with an emergency clause for immediate implementation upon passage
