SB 574 Summary

• Modifies assessment requirements under the Reading Sufficiency Act by replacing references to statewide criterion-referenced tests with "summative reading assessments" administered pursuant to the section

• Allows students to demonstrate acceptable performance on the summative reading assessment rather than scoring above unsatisfactory levels on state tests to avoid mandatory third-grade retention

• Permits midyear promotion of retained students who demonstrate proficiency on reading assessments prior to November 1 and show readiness for fourth-grade advancement

• Updates reporting requirements for school districts to include data on students unable to demonstrate acceptable performance on summative reading assessments by grade level

• Effective July 1, 2013, with emergency declaration for immediate implementation
