Amends Oklahoma school funding calculations beginning with the 2014-15 school year to base weighted average daily membership on only the current year or single preceding school year, eliminating the previous option to use the higher of two preceding years

Removes the "highest of three years" provision for determining Foundation Aid and Salary Incentive Aid calculations, changing it to the higher of current year or one preceding year only

Requires the Commissioners of the Land Office and county treasurers' offices to electronically report monthly apportionment data to the State Department of Education beginning July 1, 2014

Maintains existing funding formula components including grade-level weights, pupil category weights (special education, gifted, bilingual, economically disadvantaged), transportation supplements, and district size/sparsity calculations

Declares an emergency with an effective date of July 1, 2013
