SB 579 Summary

• Creates the Uniform Certificate of Title Act (Sections 1111.1-1111.30 of Title 47) to establish a comprehensive framework for vehicle titling, ownership transfer, and security interest perfection in Oklahoma

• Defines vehicle as motorized wheeled devices and certain trailers customarily transported on roads/highways, excluding specialized equipment, implements of husbandry, wheelchairs, and manufactured homes

• Establishes procedures for creating, transferring, and canceling certificates of title and certificates of origin, including provisions for electronic certificates and replacement certificates

• Provides rules for perfecting security interests in vehicles through security-interest statements and termination statements delivered to the Oklahoma Tax Commission (office)

• Amends existing Oklahoma Vehicle License and Registration Act sections (1105, 1106, 1107, 1107.4, 1110) to clarify that Uniform Certificate of Title Act provisions control when they conflict with prior law; becomes effective January 1, 2014
