SB 58 Summary

• Amends 70 O.S. 2011, Section 4667 to change language from mandatory to discretionary, allowing the Langston University Board of Trustees to establish a branch campus in Tulsa rather than requiring it.

• Removes the mandatory July 1, 2001 establishment deadline and allows the university to continue operating the existing Langston Urban Center in Tulsa with upper division undergraduate and graduate course offerings.

• Maintains protections against program duplication between Langston University and Oklahoma State University/Tulsa, with oversight by the Oklahoma State Regents for Higher Education.

• Preserves funding provisions ensuring Langston University receives no less than fiscal year 1998 funding levels and maintains adequate faculty and facilities in Tulsa.

• Declares the changes effective July 1, 2013 with an emergency clause for immediate enactment upon passage and approval.
