Removes facility administrators (emergency detention facilities and Joint Commission-approved hospitals) and correctional institution officials from the list of persons who may file petitions to determine if someone requires mental health treatment

Expands notice requirements to include treatment advocates, persons with valid powers of attorney for health care decisions, guardians with health care authority, and those designated in advance health care directives or mental health advance directives

Requires that documents provided to designated representatives must not identify the alleged person requiring treatment as having a substance abuse disorder

Mandates that copies of treatment advocate designations, mental health advance directives, guardianships, and other relevant documents accompany individuals to mental health evaluation locations
