Directs Secretary of State to submit proposed amendments to Sections 1, 3, and 4 of Article VI of Oklahoma Constitution to voters for approval

Changes Superintendent of Public Instruction, Commissioner of Labor, and Commissioner of Insurance from elected to appointed positions by the Governor with Senate consent, effective January 14, 2019

Terms for these three appointed positions run concurrently with Governor's term (4 years); removes eligibility requirements previously specified for Superintendent of Public Instruction

Directs repeal of Section 23 of Article VI relating to Insurance Commissioner

Limits Governor to 8 years total service; limits Lieutenant Governor, State Auditor, Attorney General, and State Treasurer to 8 years each
