Amends the Conservancy Act of Oklahoma (82 O.S. 2011, Sections 541 and 612) to add "addressing significant drought conditions" as a new authorized purpose for forming conservancy and master conservancy districts in the state

Expands the powers of district courts to establish conservancy districts that can address drought conditions in addition to existing purposes such as flood prevention, irrigation, stream regulation, and water supply development

Allows the board of directors of master conservancy districts to alter or add to official plans when necessary to address significant drought conditions, subject to the same approval and appraisal processes required for other plan modifications

Declares an emergency, making the act effective immediately upon passage and approval rather than following the standard effective date timeline

Passed the Oklahoma Senate on March 12, 2013, with sponsorship by Senators Schulz and Fields (Senate) and Representative Armes (House)
