Creates the Task Force for the Study of Rural Housing Development to continue until December 31, 2013, tasked with identifying areas with housing shortages, determining causes, reviewing other states' approaches, and recommending solutions

Task force consists of 10 members: Secretary of Commerce and Tourism (Chair), Oklahoma Housing Finance Agency executive director, plus appointees from the Senate President Pro Tempore (3), House Speaker (3), and Governor (2)

Legislative appointees include one senator and one representative who serve as Vice-Chairs, along with representatives from rural economic development organizations, county assessors, county commissioners, school boards, and homebuilders associations

Organizational meeting required by August 30, 2013; final report with findings and recommendations due to Governor, Senate President Pro Tempore, and House Speaker by December 13, 2013

Effective date of July 1, 2013, with emergency clause for immediate implementation upon passage and approval
