Amends 63 O.S. 2011, Section 1-105e to clarify that the State Department of Health's duties relate to "Section 1-101 et seq. of this title" rather than "this act"

Maintains existing authority for the State Department of Health to perform duties directed by the State Commissioner of Health and comply with health-related statutory provisions

Preserves Department's authority to collect certification fees for health maintenance organizations under Section 6907 of Title 36 and provide health-related services within scope of practice

Allows Department to submit insurance claims for health services provided to insured individuals and receive reimbursement from insurance companies and health plans

Effective November 1, 2013
