SB 670 Summary

• Amends 19 O.S. 2011, Section 1505 to modify county purchasing procedures for requisitions, purchase orders, and vendor selection processes

• Allows county purchasing agents up to three (3) days to process purchase orders before presentation to the board of county commissioners, and permits immediate processing of utilities, travel claims, and payroll claims

• Establishes procedures for receiving and inspecting delivered items, including completion of receiving reports in quadruplicate and comparison of documents (requisition, purchase order, invoice, receiving report, and delivery document)

• Requires retention of inventory forms and reports for at least two (2) years after all audit requirements are fulfilled and pending litigation is resolved

• Declares an emergency effective date for the act
