Transfers the Motor Vehicle Enforcement Section, International Registration Plan Section, and International Fuel Tax Agreement Section from the Oklahoma Corporation Commission to the Department of Public Safety, effective July 1, 2013

Establishes a transitional period from July 1, 2013 through June 30, 2014 for gradual transfer of IRP and IFTA sections, with full transfer by July 1, 2015

Requires the Corporation Commission and Department of Public Safety to enter into a contract for continued operation of IRP and IFTA sections during transition, with DPS paying the Commission for services

Transfers all employees, records, property, and pending matters to DPS while guaranteeing transferred personnel retain their salary, seniority, leave time, and retirement benefits

Repeals multiple sections of Title 47 (Sections 162, 165, 166.5, 169.5, 170, 170.1, 170.2, 171, 171.1, 172, and 172.1) and transfers regulatory authority over household goods carriers and motor carrier identification devices from the Corporation Commission to DPS
