Requires the Office of Juvenile Affairs to identify uniform risk and needs assessment instruments for treatment and service plans, with dispositional hearings to occur no later than 40 days after adjudication

Creates misdemeanor offenses for minors who transmit obscene or erotic digital images of other minors, with graduated penalties based on the age of the pictured individual and whether consent was obtained
