SB 689 Summary

• Amends the Oklahoma Medicaid Program Reform Act of 2003 (56 O.S. 2011, Section 1010.1) to clarify statutory references and language throughout the statute.

• Requires the Oklahoma Health Care Authority to provide Medicaid coverage to children under age 18 whose family incomes do not exceed 185% of the federal poverty level.

• Directs the Authority to seek federal waivers from the Centers for Medicare and Medicaid Services to expand Medicaid access, promote personal responsibility for health care costs through cost-sharing, and enable small employers and uninsured adults to purchase health coverage through a premium assistance program.

• Authorizes establishment of a "Health Employee and Economy Improvement Act (HEEIA) Revolving Fund" to finance premium assistance plans for small businesses and eligible employees to purchase employer-sponsored or state-sponsored health insurance.

• Becomes effective November 1, 2013.
