• Creates an online verification system for motor vehicle liability insurance accessible 24/7 to law enforcement, courts, and authorized personnel through the Oklahoma Tax Commission and Insurance Department.

• Requires law enforcement officers to verify insurance coverage during traffic stops or accident investigations using the online system; allows them to issue citations for uninsured drivers and confiscate license plates.

• Provides temporary license plates valid for up to 5 business days, during which uninsured vehicle operators must obtain proof of insurance, pay fines/court costs, and reimburse the Insurance Department for the uninsured period.

• Designates the Insurance Department, Oklahoma Tax Commission, and Department of Public Safety to administer the verification system and temporary license plate program.

• Takes effect November 1, 2013.
