Amends 43A O.S. 2011, Section 1-103 to expand the definition of "licensed mental health professional" to include licensed alcohol and drug counselors as defined in the Licensed Alcohol and Drug Counselors Act

Amends 43A O.S. 2011, Section 1-109 to establish that communications between licensed mental health professionals, licensed alcohol and drug counselors, and consumers are privileged and confidential

Provides that consumers have personal access to their mental health and substance abuse treatment information, with specific exceptions for certain protected information (such as therapist notes, legal proceedings information, and safety concerns)

Establishes requirements for valid written releases of medical information, including specific required elements and procedures for revocation

Becomes effective November 1, 2013
