SB 71 Summary

• Amends 47 O.S. 2011, Section 14-103G to allow the Department of Public Safety to issue annual vehicle permits for oversize or overweight loads that cannot be dismantled.

• Establishes three permit categories with different weight and dimension limits: Subsection A (120,000 lbs gross weight max), Subsection B (general motor carrier permits), and new Subsection C (portable buildings with 45,000 lbs max and two-axle tow vehicle limitation).

• Sets permit fees at $4,000 annually for standard permits and $500 annually for portable building permits; permits are nontransferable but may be transferred between vehicles in a fleet under specific circumstances.

• Requires vehicle identification number on Subsection C permits and restricts permit delivery to certified first-class registered mail or overnight delivery (no duplication allowed), with replacement only under limited conditions within 10 business days.

• Declares an emergency to make the act effective immediately upon passage and approval.
