Amends 21 O.S. Section 649.1 to prohibit striking, tormenting, administering desensitizing substances to, or mistreating police dogs or police horses, and prohibits interference with lawful performance of such animals.

Misdemeanor penalties: Violations result in up to $500 fine and/or up to one year in county jail.

Felony penalties under 21 O.S. Section 649.2: Knowingly and willfully violating provisions during commission of any misdemeanor or felony results in up to $7,500 fine and/or 2-5 years in Department of Corrections custody.

Creates exceptions: Does not apply to peace officers or veterinarians euthanizing animals for pain relief, or if an off-duty police dog is running loose without supervision and poses a public threat or traffic danger.

Effective date: November 1, 2013.
